Blue Water Community Action - BWCA is a community action agency serving residents of St. Clair County and the surrounding region in the state of Michigan. BWCA has been serving as an advocate to the low-income community since 1964. The mission of BWCA is to advocate for and provide services to the low-income population to help them become socially and economically self-sufficient in their community. Currently, BWCA is administering just under $6 Million in grant and program funding to provide a variety of services to St. Clair County residents – including early childhood educational programs (Head Start, Early Head Start, and Great School Readiness); Low-Income Weatherization Assistance Program, the Low Income Heating Assistance Program, low income food distribution programs, Financial Literacy, Getting Ahead in a Just Getting By World, Money Management, Homeownership Education, Foreclosure Prevention and Intervention and other services that meet the needs of the local communities.
BWCA is an integral part of the human services delivery system. Poverty-reduction strategies require a multi-factorial effort that involves a variety of sectors, such as employment, education, health care, nutrition, substance abuse, mental health, and housing. BWCA embodies this effort.
